Fernando is a litigation and appellate attorney with over 20 years of experience practicing law. He has represented clients as both plaintiff and defendant as well as on appeal in a wide variety of complex, commercial, contract, construction, personal injury, death, and other types of lawsuits. He also has over 10 years of experience practicing governmental law in wide range of disputes and matters.

Fernando graduated from Rice University in Houston where he received his Bachelor of Arts degree in Political Science. He then attended Columbia Law School in New York where he received his Juris Doctor degree and was named a Harlan Fiske Stone Scholar for academic achievement. While in law school, Fernando spent a semester as an intern for Judge Sterling Johnson, Jr. in the U.S. District Court for the Eastern District of New York.

After graduating law school, Fernando began his career in private practice obtaining valuable experience with the international law firm of Fulbright & Jaworski representing corporate clients in complex litigation as both plaintiff and defendant. He also later joined a Houston-based boutique trial law firm obtaining additional experience representing plaintiffs in complex litigation ranging from business and consumer litigation to catastrophic and other personal injury suits.

Before joining Feldman & Feldman, Fernando worked for over ten years as an Assistant City Attorney and then Senior Assistant City Attorney with the City of Houston Legal Department. He started there during David Feldman’s tenure as the City Attorney under Mayor Annise Parker and obtained extensive experience in governmental law. That experience includes working on a broad range of lawsuits and appeals as well pre/non-litigation issues involving governmental immunity, ultra vires and mandamus suits, public information suits, tort claim suits, inverse condemnation, construction and other contract disputes, governmental contracting, purchasing, and competitive bidding requirements, and various other types of governmental disputes and matters.

At Feldman & Feldman, Fernando utilizes his broad experience to work on obtaining the best possible result for his clients. He is licensed to practice before all Texas Courts, the U.S. District Courts for the Southern and Eastern Districts of Texas, and the U.S. Court of Appeals for the Fifth Circuit. He is a member of the Houston Bar Association and also speaks Spanish allowing him to easily assist Spanish-speaking clients with their legal issues.
